You don't! (Why would you want to do that?) The line side of the breaker off or on is always hot. Turn the main off - and check again!

How to  test a fluorescent socket - lampholder ("tombstones") with a meter?  What kind of meter you have? Depending on how it's wired (rapid, instant or programmed start). You could check for voltage between the ground and the lampholder. But that only checks the load voltage - outputfrom the secondary side of the ballast transformer. Do you know what are you looking for; presence/absence of voltage?  Quantity?
You need to consider the big picture. Between the snap switch and the lamp, theres a ballast - magnetic or electronic, I'd be checking hertz too - 50/60hz or >40khz.  There's a lot more to lighting than that.
Not sure what you're working with, get a qualified electrician to do it.

Hey there...I found the forum from a suggestion by dreamwalker over on another blog. I had asked him if he knew of some tuts I could look at for Blender and he
pointed me this way.I've been lookin around and some of the thread are old? So then I thought I would avoid the guest play and becoming a member instead.
I wouldn't want to embarrass myself by asking silly questions or posting something stupid but I will contribute as much as I can.
You folks are awesome..
